New Delhi, Nov 16 (PTI) Leader of Opposition in Delhi Assembly Vijender Gupta today alleged that the AAP government not only “failed” to spend the environment cess fund but also did not furnish quarterly details of expenditure from it to the Supreme Court and the EPCA as mandated by the court.

He alleged that the Delhi government did not spend a “single penny” of the environment compensation charge (ECC) to address the problem caused by rising air pollution.

“Also they did not apprise the Supreme Court of the same and kept the people in dark,” Gupta alleged.

Gupta quoted an Environment Department notification saying the accounts department of the Delhi government was bound to furnish quarterly the accounts and receipts of the expenditure incurred to the apex court and the EPCA.

The environment cess is collected from goods vehicles entering Delhi. It is meant to augment public transport and improving roads for the most vulnerable users, including the cyclists and pedestrians.

GST to improve India’s biz ranking further: PM

11:25 HRS IST
New Delhi, Nov 4 (PTI) Prime Minister Narendra Modi today exuded confidence that India’s ease of doing business ranking will further improve next year when the impact of GST – the biggest tax reform – is taken into account.

Modi said India has in three years jumped 42 places to break into top 100 countries on World Bank’s ease of doing business ranking.

This ranking takes into account reforms initiated only till May-end and does not reflect the impact of the Goods and Services Tax (GST), which was implemented from July 1, he said.

The GST has not just integrated the nation of 1.2 billion into one market with one tax rate but also provided a stable and transparent taxation regime, he said.

This reform plus others that have already happened but need gestation and stabilisation time before they are taken into account by the World Bank, will improve the ranking, he said.

All these combined, gives me confidence that India will accompany a place of pride in World Bank’s report next year and the year thereafter, he said.

Modi said he does not want to sleep over the 30 place jump this year – the biggest leap by India ever, and want to do more.

He said he has “one life, one mission” of bringing change to India and its 1.25 billion people.

Taking a dig at the opposition leaders for doubting the ranking, he said those who worked with World Bank are now doubting its ranking.

On the GST, he said a group of ministers has positively accepted issues raised by traders and businesses and the GST Council at its next meeting on November 9-10 will make necessary changes.

He listed out the reforms initiated by his government, saying India is swiftly changing for the better.

Tax filing, registration of new business and getting electricity connection have been made easier.

“We are among the most open economies of the world,” Modi said.

15:39 HRS IST
Jammu, Nov 3 (PTI) The BJP today held anti-Pakistan protests and set afire the Pakistani national flag in Rajouri district here to protest the killing of a leader of the party’s youth wing, Gowhar Hussain Bhat, by militants.

Led by BJP MLA Ravinder Raina, the protesters held the marches in the border towns of Sunderbani and Noushera, and staged demonstrations amid the chanting of anti-Pakistan and anti-militants slogans.

They also burnt the national flag of Pakistan in both the places.

Calling the militants “cowards”, Raina said it was an attempt to silence the voices of people in Kashmir.

“He was killed when he was unarmed. They killed him in a cowardly manner. Militants can only do such cowardly acts,” Raina said.

“The martyrdom of Gowhar will not go waste. It will be the last nail in the coffin of the militancy sponsored by Pakistan in Kashmir,” he said.

The body of Bhat, aged 30, who was kidnapped by militants, was recovered from an orchard in Kiloora in Shopian district of South Kashmir yesterday with his throat slit.

80 militants killed in south Kashmir in 6 months: Army

18:35 HRS IST
Srinagar, Nov 3(PTI) Around 80 militants have been killed in south Kashmir in the past six months and around 115 ultras are still active in the region, of whom over a dozen were foreign terrorists, a top Army official has said.

“There are around 115 militants in south Kashmir and out of them, 99 are local and 15-16 are foreign terrorists. The actions that we have taken in past 6-7 months, we have neutralised nearly 80 terrorists including top leadership.

“…as soon as the number of terrorists decreases, the situation will improve,” General Officer Commanding of the Army’s Victor Force, Major General B S Raju, told reporters.

Asked about the killing of a BJP youth leader in Shopian yesterday, Major General Raju said these were “acts of desperation” by the militants.

“Two to three such incidents have taken place in the recent past. We are given to believe that these are acts of desperation by the terrorists.

“They are not able to make any concerted action against the security forces. So they are looking at weaker targets and I am given to believe that police are taking necessary action against the perpetrators of these crimes,” he said.

He said the Army and other security agencies would continue to take all necessary actions against the militants so that the people of south Kashmir could live in peace.

“The situation in south Kashmir is much better. Stone pelting and random acts initiated by terrorists have also decreased. As the winter season sets in, our actions would be more effective and peace shall return,” he added.

On the Jaish-e-Mohammad militants in south kashmir, Major General Raju said the process of neutralisation of the Jaish cadre has already begun.

“We intend to act particularly against the Jaish”.

On fresh recruitment among the militant ranks, he said that it was definitely a cause for concern.

“A lot of stakeholders need to work in a concerted manner to ensure that new recruitment is put in check. I would put the onus on the parents to ensure that they are able to take care of their children and I would put the onus on village elders, to the Moulvis in the villages and towns to ensure that they get right message across to the young people,” he added.

He said teachers and principals of schools and colleges also have a role to play.

“The security forces have to ensure that they conduct operations in such a manner that would not alienate the population and the youth,” he added.

Mumbai, Oct 30 (PTI) Actor Nawazuddin Siddiqui today issued an apology for “hurting the sentiments” of women whose names he had mentioned in his memoir, “An Ordinary Life” allegedly without their consent and has decided to withdraw the book.

The 43-year-old actor took to Twitter in the wake of the controversy surrounding his autobiography, co-written by Rituparna Chatterjee, in which he detailed his relationships and flings with former Miss India Niharika Singh and actor Sunita Rajwar.

“I’m apologising to everyone whose sentiments are hurt because of the chaos around my memoir ‘An Ordinary Life’. I hereby regret and decide to withdraw my book,” he tweeted.

The critically-acclaimed actor drew a lot of flak for revealing personal details about his “passionate” affair with his “Miss Lovely” co-star Niharika.

Excerpts from the book started doing the rounds on October 23 and Niharika issued a statement a day later slamming Nawaz for “exploiting and disrespecting” a woman to sell his autobiography.

While Rajwar took to Facebook to blast the actor for spreading lies and claiming that she dumped him for his “poor status”.

“I did not dump you for your poor status but for your poor thinking,” Rajwar said, adding she was poorer than the actor at that time and their relationship did go beyond a play on which they worked together.
